changes that need to be made:

-tech upgrades are too cheap
-early age advancement is still too cheap
-siegeships have impossible range and a unit's LOS isn't enough even with supercomputers to fight back
-wonders are too fuckin cheap
-early population cap is still a little bit too small for big huge maps
