probably not going to happen any time soon

mostly because that would require you to monitor both populations and control them from day to day and you would have to figure out how to keep both stable enough to not fuck up the quotas and what to do if they did fuck up the quotas and in general it'd be way more trouble than it's worth

also to start out you'd have to either cut immigration cold turkey (not gonna happen) or somehow find a way to get more americans to give birth because the non-white and immigrant populations of america are growing several times faster than the white population
